PPP Advisory — for both Bidders and Authorities.

Closing a Public Private Partnership project on time and on budget rewards early-stage discipline. Output Specifications, payment mechanisms, and risk allocation matrices that survive lender due diligence are what separates a PPP that converts to Financial Close from one that stalls.

For Bidders

Public Private Partnership bids are scored against a published evaluation matrix, line by line.

The firm has first-hand insight into how procuring authorities, ministries, parastatals and state-owned enterprises evaluate in practice — not only the published criteria, but the way evaluation panels weigh, score and interpret them.

Bid documentation is structured to that matrix, drafted in clear and evaluable English

“Bids are scored, not read.”

For Authorities

The firm acts for authorities commissioning Public Private Partnership projects — councils, ministries, universities, hospitals, police authorities, parastatals — through the full procurement cycle.

Output Specifications written to be measured. Payment mechanisms that align contractor incentive with public outcome.

Risk allocation matrices that survive lender due diligence. RFP and scoring-matrix drafting in clear, evaluable English

Critical stage for a successful project outcome. Prepare in advance.

Important to remember that 'what gets measured, gets done!'

Prepare the documents well in advance in order that they can be carefully reviewed before issuing/submission.

The bid should be capable of withstanding a rigorous forensic review by xperts.

Do not leave things to the last minute: preparation is of paramount importance.

It is important to remember that bids are scored and not read. They must be written to the scoring matrix and evaluation criteria.

Prior preparation comes to the fore in the negotiation phase. Have your team ready to negotiate.

Our company view is that you should aim for a 'Win - Win solution' at Financial close. If one of the two sides perceives it is not winning - there can be challenges.
